The California Endowment currently does grantmaking only through invitation so you need to know someone there to even start the process. The Foundation primarily funds advocacy and organizing work in certain communities in California and in regard to state policy on certain issues. If you are new to TCE, it can take time to get in the door but it can be worth it because TCE makes large grants and is very progressive.

TCE program officers are notorious for not returning emails so don't feel slighted if you have a hard time getting a response. They rely heavily on their assistants so if you cc an assistant, your chance of getting a response goes way up.

I think they are making progress in some areas, primarily in their state advocacy work, but the work in local communities is very mixed.
TCE's program officers can micromanage grantees and in some cases can treat grantees poorly, even abusively. The staff need to be more sensitive to the realities faced by nonprofit directors and need to give grantees more space to do what is right.
