I have worked for several organizations that have pursued funding from Express Scripts. While it "looks" like you can blindly apply and be competitive, according to my sample size of 6 organizations, you will only get funded if you have an advocate that can call the lead decision-maker directly and demand that your proposal be reviewed.

Black box. There are stories of proposals being printed out and left in stacks on tables for months.

I don't believe there are goals other than to fund proposals of people who can directly reach Express Scripts' executive leadership.
Please clarify your process so that organizations do not waste time applying when they are never going to be considered.

Email to verify current company operating locations. Funder provided a list online and one in the application. They were different from each other, and according to their rep, neither was correct. Check out the detail required in the application before deciding whether to pursue. Pretty detailed for a corporate foundation.

Difficult to meet your goals when potential applicants can't identify whether they meet geographic eligibility requirements.
Update your geographic locations so they are correct and provide that information prominently before the applicant has to register for an account.
Application interface was easy to use and instructions were clear.
