Their process is fairly involved, takes a lot of time and back and forth to eventually receive funding. They don't seem to have an inherent trust in organizations to do good work. Scrutinize every aspect of the program. They like consultants a lot and tend to fund consultants. See themselves as leaders in the field and like to steer organizations to fit what they view as best practices.

They are really designed to support big organizations (i.e. in order to get general operating support, the organization must have huge cash reserves). This tends to perpetuate inequity because the big ones get bigger and the little ones can't get in the door, or if they do, they get a smaller amount.
Their new Executive Director has been going on a listening tour around the funded region, and seems very open to change.
