I would definitely recommend a specific conversation with them about what expenses they will and will not fund. We discussed a project proposal, and essentially got back a "we don't fund salaries, period", regardless of whether they are program-related or not. It does make you wonder, though, how they think you are going to pay the teachers for the education programs they want to provide.

Accepts unsolicited proposals and was very quick to respond, which was very helpful. However, they don't fund "indirect expenses", which they mean to include the program staff that deliver the actual services of the program. They also don't fund sustaining program budgets. Neither of these is listed on the website, so please make sure you call and talk out your program with someone to ensure you don't waste your time.

This foundation wants to support "programs that educate the general public on key environmental issues", but they aren't willing to pay for anything other than supplies. Education is rooted in people, and it is unethical to think that you can always recruit people to do the educating without paying them. The thing about education is that it doesn't take a lot of stuff, but it does take a lot of people's time.
Salaries to pay teachers are not overhead. They are direct program costs. If you aren't willing to fund direct program costs, please state that clearly to interested applicants and put it on your website. I would say the same thing about funding sustaining programs. If you are only willing to fund new programs, just state that clearly on your website and save us all the time.

Meet with them beforehand. The conversation will help you gage if it is a good project and how much to ask for. We asked for a larger amount than we usually do and although we weren't funded at the total amount, we did receive more than previous years. I do believe they are willing to fund new, innovative and out of the box projects. They like to see community collaboration.
