Expect this application, and all of the follow-up and reporting for it, to take a lot of time. It will take a good while to understand what exactly they want, and then they may change the structure midstream. You will need to attend many meetings in order to stay in their good graces. If you receive their (potentially substantial) support you will be a regular supplicant to their increasing needs in order to maintain funding.

Their vision is good but they get bogged down in layers of administrative and theoretical weeds.
Please ease up on the reporting requirements and reconfigure the "supplemental funding policy" and agency engagement requirements to suit the current realities. You may not realize that some of your reporting structures don't fit our activities or don't make sense to someone who isn't inside your organization. We can do more of the mission-oriented work you want us to do if we spend less time on reporting and other activities.
United Way can be a powerful force in the community. I hope this branch can streamline its processes to realize its potential.
