This foundation was easy to work with and actually did an in-person site visit to our program. In 2020, they allowed grantees to convert project grants to general operating. Contact before applying as I think they are not currently accepting uninvited applications.

This is a small foundation and I had a difficult time getting feedback about how the funding decisions were made: why did we get the full amount one year and the next a small portion? Not super responsive to email, but they do abide by their timelines.
