We have tried several times to connect with our state representative, but never receive any response beyond emails from another person confirming our application and and decline. Even the decline email was only sent in September after we initially emailed in May to request our status.

I highly recommend reaching out to your region's program manager to begin a conversation. They are much more approachable and are willing to work with you to help you apply.

The accessibility is great as they clearly list who to call or email to begin a conversation around a potential project.

I would suggest that you make the foundation's presence better known in the regions it works in. Many people do not know that PNC has a foundation branch and assumes all they have is the bank portion.
Again, reach out to the person listed on their website for your region. We started a conversation with our regions program manager and ended up walking away with an invitation for $25K.
This funder does a great job at keeping in touch with their grantees, clearly explaining report deadlines and will follow up with you in case any are missed.

One thing to keep in mind is that they won't fund salaries (frustrating!). So, for example, they were comfortable funding a contracted arts instructor for our kids educational program, but when we switched and had a full-time staff member start teaching the program, that line item was no longer eligible for funding.

The regional grant contact was very willing to talk through the project idea before we got started, did a site visit after we were funded, and was generally great to work with.

They would be more successful if they broadened their definitions of what are acceptable budget items.
