Education Division: Staff are very connected and tend to only fund organization that they know. If you are new to them you will need to have a great pitch and show how you are connected to the “right” people in Pittsburgh. In other words, they seem to be more of a top down funder - funding ideas generated from the top, not from “regular” folks. Staff are not always great at returning calls/emails so you also have to be persistent.
Arts: Staff seem a little more responsive and definitely more open to new ideas.
Heinz Endowments also hosts events and groups - get involved, attend their events to learn more about their philosophy and what they like to fund. Also a good way to network and get to know them.

Staff knows the community and the region extremely well; make sure you know what makes your organization distinctive/ important not only with respect to its peers, but with respect to how it serves the community. Also, as a general-purpose kind of foundation that funds a lot of wide-ranging community efforts, partnerships with other organizations that make sense for your proposal are a real plus.

Heinz Endowments invests in lots of different aspects of the region and often takes a leading role in big, game-changing projects (like Hazelwood Green) or SOS/ crisis moments (like when the August Wilson Center was in danger of being sold and redeveloped). If the long-term goal is to make the Pittsburgh region healthier and more prosperous for everyone, I'd say they are major contributors to making that a reality.
Civic/ community leadership, as above. Also communications, which are always beautifully done. (Though there are times one might wish some of the money spent on communications went into more grants......)
