They are pretty dysfunctional over there. They have had some excellent staff over the years but recently there has been a lot of staff turnover and it seems like someone comes in as a temp to answer the phones and two months later they are making grants or running programs. Screening, supervision, and oversight of staff seems minimal, which means that sometimes their employees can be difficult, confusing to work with, and clueless. Usually we just wait them out and hope that in another six months the next person will be better...
