Their proposal has shifted recently to an online process. While they have very specific requirements we have found success each time we've followed them. The first proposal can take more time than those in following years.

Sent a written inquiry and received a condescending response that I "should have" followed the requirements. If your grant instructions are 7 pages long and you ask for a 7 page proposal, perhaps provide a website or at least an email address. Apparently the primary contact is a paralegal, so corresponding with grant seekers is not a high priority.
