Definitely talk to a program officer before applying. They seem to prioritize new projects (or reimagined programs/ expansions). They also want to see impact for a LARGE portion of the region or projects that impact a lot of people, which can be frustrating for local/smaller nonprofits, or projects that are very intensive in the lives of fewer people.

While applications are technically open to anyone with dates clearly posted, they disadvantage smaller nonprofits and community organizations in several ways. One is requiring an audit for most of their grants (We do an audit due to federal funding, but I know the IRS doesn't require this for smaller budgets). Secondly, they want to see projects that are far-reaching in the region. So if your project is local to a city or county, it seems like you don't stand much of a chance (unless Detroit-based and serving a lot of people).

Consider projects that may impact a smaller amount of people but are research-based in actually uplifting people out of poverty, rather than a band-aid solution. Don't require nonprofits to completely change up their programs in order to receive funding more than once.
Speak to a program officer to get a real gauge for what their grant-making goals, so you aren't wasting your time on applying for something that has very slim chance of being funded.

Despite speaking with a Program Officer numerous times and being encouraged to apply because they liked our project, we have applied three years in a row and never receive funding.

It seems they are interested in getting a high number of requests so they can tout it in their public information. However, getting a grant is VERY DIFFICULT despite encouraging conversations with Program personnel.
