They will say, "you need better outcomes" every single time they deny you but will never ever tell you how to get there. They barely give any rejection feedback at all. Throwing an app here is like working with a black hole. They clearly just want to play favorites.

No way to get rejection feedback. People running special projects pick their favorites and won't let anyone else in the state participate with their chosen few.

The biggest challenge to health outcomes is something my agency addresses and we have trying to tell them this for years and they refuse to listen.
Use a lot of buzzwords. Take a look at their most recent symposium agenda. It's all out of state gurus. Use whatever buzzwords those gurus are using. Don't worry about helping people from Kansas, this foundation is more interested in buzzworks and out of state gurus.
Don't bother if you are too grassroots. You should pretend to be grassroots and not actually deal with actual citizens.
They protect social service agencies from Super rich right wingers who want to destroy government services.
