We're a grantee of the Pew Fund for Health & Human Services in Philadelphia. Their process is very burdensome. The letter of intent is essentially a shorter version of your proposal. If you are invited to submit a full proposal, the requirements for "evidence based" or research based evaluation/outcomes are much too high for a foundation that states it is looking to fund direct service organizations. Only fairly sophisticated grant writers can make it through the process, shutting out many good organizations. On the plus side, the foundation does fund on-going operating costs in its areas of interest, which is a huge need in the Philadelphia region. If they simplified their processes & made more money available locally, The Pew Fund could become a national leader, demonstrating how a foundation that strives to lead nationally can also be a leader in its own backyard.

During the application process, the Fund's staff are accessible. However, it is difficult for organizations to ascertain even basic information outside of this narrow window of opportunity. The Fund operates on 3 year grant cycles, which is great if you're 'in' and tough if you're 'out.'

Make your processes easier. Please rethink what level of data/information is realistic for a community based, service organization. Talk more to people who live and work in the communities you serve & be more realistic about what 'success' looks like. Change and progress is incremental, and failure is a part of the process. A failed project doesn't mean a failed organization. And, please, invest even more in this region.
Pew is for the long haul. If you're not funded, they will usually talk to you and give you feedback (they deserve credit for this). Take the opportunity, learn, and go back next time. It can work!
