I find that communication with this Foundation has decreased in the past two years. Program officers are slow to respond, and when they do, they often have incomplete information regarding (e.g.) budget revisions, etc.

They have changed their priorities a great deal over the years. They seemed interested in systemic change at one point -- so ensure that you can demonstrate the catalytic impact of your grant on the broader field. Also -- try to get a meeting with their staff, if you can.

Consider multi-year, unrestricted operating grants to help an organization expand its capacity -- and partner with them to track the grant impact, such as using some funding for outside consulting to conduct a SWOT (strengths, weaknesses, opportunities, threats) analysis of the organization.
