The LOI stage isn't very hard. You may need to track down some data for a template. For their education funding it is harder for education advocacy organizations to follow their template since it looks more designed for direct service orgs. They give out one grant with multi-year funding. If you don't get it one year try again in the future. Each grant committee is different so priorities within the grant committee may change.
