I am writing about the Flex Grant program that provides general operating funds to non-profits. It's an unusual application - about our needs assessment and planning process, organizational goals and outcomes, etc. You don't apply for a specific project. It uses funds from several different sources that they manage. Some of the funds used are specific to certain communities or population groups. Uses an online application with specific character limits, so can be difficult to describe what you do and your accomplishments within the character limit.

Unrestricted operating funds are worth at least twice as much as other grants. It really helped when I had a shortfall in staffing money this year.
Expand the character limits.
Clear explanation of what is desired in the application. Feedback to grantees about what people are doing well in applications and what needs improvement (feedback is overall, not specific to a particular applicant).
