They seem to feel entitled to be invasive. Their 2021 application requires applications to "break down all salary/payroll amounts based on the titles in your organization." For small organizations, this basically shares everyone's compensation with everyone involved in completing the application. If an organization chooses to have that level of transparency about compensation, it should be based on their own values and should not be forced by a funder. A funder doesn't need this level of detail to make responsible funding decisions.

I think excellent programs will refuse to apply because the application is intrusive. So the foundation will not have those programs to consider in its pursuit of its philanthropic goals.
Please give serious consideration to what you really need to know about organizations to make your funding decisions. Being a funder doesn't entitle you to be invasive. I just don't think anyone needs to know compensation by job title to make good funding decisions.

Focus on how your program advances adult literacy. Be sure to include a wage and salary breakdown by staff member (you can use titles, not names). The page limit will require you to be very concise and selective in what you say.

Maybe consider allowing applicants a little more room to tell you what they do.
I wish others would follow in this funder's footsteps and prioritize adult basic education. For literacy and STEM, so much is focused on children. But we shouldn't throw adults away. Investments in adult basic education pay off for all of us.
I was grateful that when I called, someone at the foundation immediately answered and gave me specific, constructive, actionable feedback on our application.
