If it's your first time applying, ask for a meeting before you apply just to clarify that eligibility is met. They have lots of different funds and talking to the grant officer first was really useful. They are very accessible.

I applied for a particular fund for four consecutive years and was rejected every year. I applied for normal operating things, like food, transportation (this is a rural place!!), and staff. Every time I was denied. One time I asked for feedback and I was told that the committee was uncomfortable with the "social justice aspect" of the program. Then, we applied just one more time for a cool new project that was not sustainable and did not involve overhead costs... and were funded! And we have been funded continuously since then. That's kind of the thing with these smaller funds at community foundations, you never really know what will happen. Since getting funded we have had positive interactions with their staff who have been very patient with our sometimes slow-to-respond nature. So it's a mixed bag!!

If you're new, I suggest having a meeting before you apply. They'll probably be responsive to a request for a meeting, since the pool out in this rural area is really small.

It all depends on which fund you're applying to, as they have many. In the case of the fund that applied to our work, they do not disclose who is on the committee.
You have to understand that this is a community foundation with a collection of lots of different funds. So whoever you're talking to is almost definitely not experienced in whatever your particular realm is, because it's not like they have a portfolio around a certain topic.
