Keep your request focused solely on Hartford, not Greater Hartford. They're hyper-focused on the city and its people. The grants are small (no more than $2,000), but the application is relatively informal and there's no final report needed.
If your budget is any more than about $1.5 million, don't bother applying. They like to fund smaller organizations where $2,000 will mean something.
After you submit your application, you'll get a call from a board member to do some basic grant review. (No full-time staff, so board members serve as program officers.) The ones we have spoken with were friendly and seemed interested in funding our organization, rather than finding reasons not to fund it.
The process is pretty quick, usually 2 months, or sometimes 3 if you and the board member don't connect easily.
