I would not apply until you have a meeting with your mission area’s program officer. They will guide you to what their portfoliois most focused on so you don’t waste your time with a blind proposal.

I have always been able to contact my program officer, but you have to respect their time constraints and leave plenty of advance time - they often won’t meet for a month or more because they’re writing up a docket, for example. They are accessible, but not immediately.
Continue to be as accessible as you have been. It’s really critical to keeeping all the ideas popping that improve the lives of people in NYC.
They are super-focused on NYC. If your work has national (or greater) impact, you will have to be able to focus on what it’s benefits are for NYC and to craft a project that carves out the benefit to NY. That’s what they’re mandated to invest in.
They really care about New York. If your work is impacting on a critical area affecting NYC, they will want to know.
