My experience relates to the California office of this foundation. My organization received an endowment gift from this foundation several years ago. I have tried again and again to establish a relationship with the program officer associated with our organization but have had no luck doing so.

Bad
My organization received an endowment gift some years ago. I contacted our program officer via email to request a short conversation so we could discuss a new project. The program officer simply would not agree to that so I had to conduct a conversation through emails. This took far longer than a 5-minute phone conversation would have and was very off-putting.

I strongly believe that grantmakers should make themselves accessible to grantseekers. That is part of the program officer's job. We're both trying to do good in the world.
They fund a lot of education projects.
