This Foundation is all about attracting as many donors as possible. They stalk all the retired communities for presentations to push setting up a fund with them. 90% of the time, if you check their website, they have no grants available. It seems to be selection by who you know or smoke signals. If you are invited to apply, the amount is quite low. This county is one of the wealthiest and most Republican in California, but the Foundation keeps the money to itself. They do some workshops that are sponsored by businesses to make it look like they are active, but all the consultants let it be known that it is not worth it to pursue. Too little and not often.

You can call them, but that doesn't make any difference if there are no grants. It's don't call us, we'll call you.

If the goal is to build up their own funding deposits and pay their employees, they are doing a good job. Their executive director is making lots of noise about homelessness, but this is the last county that would build inexpensive housing for the homeless or shelters! This is for the show. Nothing happens but publicity.
Be philanthropic. Give grants. Support good works. Look at who is truly making a difference and give them money. Don't keep going with your golfing buddy's daughter's pet project, or the tired old big nonprofits.
Looking at the list of negatives, they totally "get" the nonprofit issues. They just don't care. Don't waste your time looking to them for help.
They are in a very wealthy conservative county with many retirees. They do a good job of attracting donors to shelter their money for tax reasons.
