A meeting is best to understand what they will and won't fund. The written info about that isn't accurate. The grant application is reasonable, it is the grant spreadsheet that you complete after award before funds are received, and to provide periodic updates for fund draw down, is incomprehensible.

This funder cares about East Chicago, but their funding restrictions seem arbitrary - they wont fund necessary infrastructure that makes it possible to serve EC - like phones or computers - only buildings in EC. But if your HQ is in a nearby city you can't access those funds.
Please get rid of your grant spreadsheet. No one knows how to complete it, what is needed, or whether they're doing it right. Dont require so many reports and draw downs for such a small amount of money. Do a site visit instead.
