William Penn has very rigid funding priorities. If you are not positive your organization or project fits, you should talk to a program officer. The application process is difficult and complicated, so make sure you give yourself plenty of time to put everything together.

The program officer for the grant area we applied for has been great. They respond quickly and have even helped us figure out how to deal better with the complicated application process.

The rigidity of their funding priorities means that it is difficult to talk about work in a holistic way. For example, ensuring access to education is about much more than what happens in the classroom or on school grounds, but it seems that is the only type of work that fits within the funding priority area.
I think that the Board and senior staff would benefit greatly from looking at how their funding process perpetuates unhealthy dynamics in the non-profit world by rewarding large, white-led organizations for their pre-existing access to decision makers and resources, and keeps out groups that are led by and directly rooted in Black, LGBTQIA, immigrant, and other marginalized communities.
They are one of the few funders in PA that fund statewide work, including large collaborative campaigns and projects.
