The Special Projects Fund is one of those rare grant program that is transparent. Its program officer is very accessible for feedback requests on proposals approved or declined. That's surprisingly great and welcomed!

Good
Very accessible (Special Projects Fund) but it may take some time for a response during a peak funding request period.
Good
They pretty much hit there target. A lot of interesting programs have been funded.
Take more chances, especially in this climate.
Their priority areas are very narrow, so if your project doesn't fit, your best bet is their Special Projects Fund. Also, you have to be New York focused to be eligible.
The program officers are accessible.
