I'd recommend trying to get some time with one of the trustees to fill them in about your organization and project and to get their go-ahead before applying. One of them will always say "apply," but I think they also will always give you honest feedback and strong clues about how your application will be considered. The trustee appreciates good cultivation/stewardship.

The trustees are truly doing their grant making per what they believe Walter Zable would want. They are willing to listen to what your organization needs, and if it's for overhead or capital or program, if you make a good case, they will consider it.
Charities *will* keep coming back each year, if you fund them once. :-) We need to find support every year, not just once.
Don't be afraid to reach out to a trustee and ask for an audience.
I appreciate the opportunity to actually speak with one of the board trustees. He listens, he asks questions, and he's transparent about the foundation and what is going on each year with their grant making. I think he also truly appreciates transparency on the part of your organization.
