They changed their application process due to COVID but pushed that work off on grantees who have VERY little resources to resubmit and update budgets, narratives, etc...

Doesn't understand capacity issues for staff. They operate with confusing metrics and expect you to be an expert with their confusing website.
SIMPLIFY your process out of respect for the grantees who are on the front lines serving our citizens during this time. When you make last minute changes to your process, this heaps hours of work upon the very people you are trying to support. COVID is the most difficult for grantees, maybe you could adjust instead so that your foundation is making the biggest impact.
make sure the cost benefit ratio is favorable before you waste time completing an application. A lot of specific reports for small awards.
They do fund seniors, so that is rare
