The South Dakota Community Foundation has a responsive staff who are always willing to talk, and offer advice on how to frame your proposal to them. The foundation has very specific funding boxes that limits what and how much they can fund, but within those boxes, they are willing to be innovative.

If you are a non-profit working in South Dakota, it is likely that you can eventually interest the SDCF in funding a small project. One of their other grant funds is a mini-version of the Bush Foundation's Community Innovation Grant, which is only available for planning funds, and not much help if you already have a successful program that is working and meeting needs but needs general operating funds to continue.
Offer more multi-year, general operating funds to programs that can show good outcomes currently.
