Their deadline is in May for funding to be disbursed in December and they require a budget for the calendar year following. It does not matter if your FY is not Jan-December. They would be fortunate to have an approved budget in early May for the next FY, yet alone the first half of the following FY.

Stop requiring anything more than the most recently approved fiscal year budget and change your deadline to use a postmark, not a cutoff in your PO Box. None of us can change the post office.

The application must be mailed and arrive in their PO Box by the deadline. Postmark will not suffice. Anyone who can control the post office, raise your hand. They will also not accept express delivery services or in-person drop off.
