Definitely call before you send in a proposal or an LOI. Staff is helpful in this regards, and are very clear about what they will or will not fund.
Doesn't "get" nonprofits and issues

Good
Easy to call and talk to a program officer.
Bad
"We do not tend to fund staff positions." "We tend to fund only projects that are 'sustainable'". (although apparently without staff) "Will only fund projects that have proven track records."
Reconsider your position on funding staff positions, reconsider how you think non profits are sustainable.
Clear about their own guidelines.

Call and talk to a program officer before submitting your LOI. We learned that we could request a multi-year grant for our project.

Program officers are happy to speak with you by phone or in person to learn more about your organization, your programs, and your ideas.

Weinberg Foundation is very focused on basic human needs, specifically direct service provision. If this is who you are, you will do well with them. If your organization is more advocacy-oriented or is not specifically providing direct services to the needy, you are wasting your time and theirs.
sometimes a little less self-congratulatory behavior would be appreciated
Same as what I wrote above: Weinberg Foundation is very focused on basic human needs, specifically direct service provision. If this is who you are, you will do well with them. If your organization is more advocacy-oriented or is not specifically providing direct services to the needy, you are wasting your time and theirs.
clearly articulates it mission and goals

It does not hurt to reach out to inquire about funder's priority areas and no request an informational meeting. This funder attends many workshops in the state of Maryland in order to provide information about their funding priorities/process.

The program contact for our organization has been quick to respond when we have a question. She has also made introductions for us to other non-profits in order to help us be successful in achieving program goals.

The funder will not fund pilot programs, even if they align with their funding priorities.
Consider allowing for organizations to apply for and if eligible, receive funding every year with a mandatory break from applying after receiving funding for a certain number of years. I recognize that there are many worthy organizations out there but if we are doing wonderful work, it should be awarded rather than penalized.
Be mindful of who grant opportunities you're eligible to apply for as they have a number of different grants. Reach out to the respective program manager if you're unsure if you're eligible to apply for funding.
Connects current grantees to other non-profits funded by grantor in an effort to establish partnerships and solicit advice on a matter that the latter is an expert in.
