This funder expressed to a nonprofit that the organization's administrative costs - at 25% - were just "too high for us." However, upon reviewing their 990s, I discovered that they pay all but one trustee $34,000 per year for doing 3-7 hours of work each week. In total, their administrative costs are roughly 40% of their expenses. They are also registered as a nonprofit - not as a foundation - even though their mission is solely to support area nonprofits financially. I know they have done some fantastic work in the community over the years but there is a level of self-serving hypocrisy that is bothersome.

They could give a lot more to the community if they weren't paying their trustees up to $226 per hour for their work. They should also register as a foundation instead of a nonprofit, since that's really what they are.
Register as a foundation, since that's what you really are. Stop paying your trustees so much. Be more transparent about your application and organization. Correct errors on your 990 (no key employees listed, "various charities" but none listed, etc.)
They ask that you fill out a form on their website before going through the grant process. Once you do that, their administrator calls and visits with you. This is a great time saver if you aren't a fit for them.
