I haven't experienced any difficulty getting into this foundation, although I suppose I may have just been with orgs that fit their interest. They are generous in their giving so don't be afraid to ask for what you need (with proper justification, conversations with program officer, etc).

I'm not sure. They don't speak about this publicly.
It would be helpful if some of the application questions could be clarified. If I'm understanding the questions correctly, it seems like a bigger word count is needed to fully respond to the questions. It would also be great if some of the attachments could align with what is standard in the common grant application (for example, asking for major donors by fiscal year plus current fiscal year provides some extra work).
Generous amount and general operating support, also do capital funding

You really have to be invited to apply, and to know someone at the foundation to have a chance.

It took many years for this very large foundation to even create a web page (and it's now just one web page, with no information on how to apply for a grant, or how to get invited). Without the Colorado Grants Guide, many wouldn't even know that they exist.

I'm sure they're meeting their own goals: limiting grant apps and getting out the name of the foundation when possible.
Provide better access to other nonprofits that aren't insiders with the foundation. Perhaps have an LOI process for unknown organizations so that the foundation is exposed to more nonprofits within the Colorado community.
Support their own goals.
