Funder doesn't accept electronic applications. You must submit 8 hard copies of your application, which must include a lot of information on your organization condensed into only two pages of text and two pages of financial/budget questions. And all of this for grants that can't be more than $2,000. A LOT of work for very little payout.
Doesn't "get" nonprofits and issues, Bureaucratic, Risk averse

This foundation serves many low-income areas, yet their funding requirements would make it more difficult for organizations to request a grant. The low amount of their grants can't make a significant, lasting impact. Especially since they won't fund a program for longer than one year at a time and not two years in a row.
Allow applications to be emailed to you. It would be a huge time and cost savings for small orgs, for whom $2,000 actually WOULD make a huge difference.
They have a clear webpage that lists contact information and the individuals involved with the foundation.
