It would be helpful to have more specificity in the differences between program and operating funds applications.

Make sure you first review and digest who they are funding. The foundation made a radical shift and couple of years ago from being a "traditional" enviro funder to one that now focuses on sustainability, equity, climate change adaptation. Very open to new approaches
