The program officer was extremely responsive and let me know immediately that the intended project did not fall under their funding scope. This quick response saved time and resources and also afforded clarity. Reach out immediately before applying!

It is worth submitting a grant, but don't hold your breath. They have a long, opaque process and their Program Officer is responsive, but doesn't seem to be involved in decision-making so her ability to advise is limited.
