The parameters are clear but funding is very highly restricted with numerous limits and qualifications. The process starts with a conversation with a program officer, and then there's an LOI and, if invited, a full application. In total, the process will directly consume anywhere from 25 to 45 hours each of multiple people's time, so prepare to invest significant HR and energy for a fairly solid 5 months. Then cross your fingers you get a grant.

They are generally accessible, but because of the many conditions and restrictions on funding, there is also an over-reliance on tiresome webinars. Which seems evidence of a process that has grown overly complicated.

Remains to be seen; they spent 2 years "revising" the grants and process for 2017, but for organizations it's more byzantine than ever. They only fund activities that few others ever support, and make clear they wish to only fund them in part, making sustainability a greater problem than before. Time will tell if this approach sharpens the way they focus their support or does more harm than good.
Simplify, simplify, simplify, simplify. The application process is overly onerous; for a foundation that makes equity/diversity/inclusion one of its top three priorities, applying for a grant imposes numerous and potentially insurmountable barriers that make their funding inaccessible to some of the very organizations and individuals they claim they want to support.
It's a profoundly disturbing trend, but they're among funders who demand evidence of sustained history and ongoing commitment to something they themselves commit to support for 2 years only; while there is opportunity to continue that support, it is now under threat every 2 years with no guarantees.
Clarifies and defines its restrictions, limitations, and objectives. The program officers are accessible and very responsive. They are also one of few who provide emerging creative artists with direct funding, though the outcome of that more recent change is yet to be determined.
