I would recommend that the application directly address the ways in which the work is beneficial to the target community/population, how the work relates to contextual factors such as other, potentially supportive state/regional/national efforts, and how the effort can be sustained over time. Being able to vision the short-term and long-term impact of the work is essential, in my opinion.

Call Kim to talk through your idea before applying. She is a smart cookie & can guide you in the right direction. She helped me tremendously and actually redirected me and saved me a lot of hassle on our mobile dental program.

Contact the program officer in your area of interest (e.g. "Education") first to have a conversation. Their staff are very involved in shaping projects and asks. This is technically an open call, but really geared towards invited applicants. They have quarterly board meetings so be aware of when those happen to be approved as soon as possible.
