The current Philanthropy Director is very accessible. Use the opportunity to talk with the Foundation, but ALWAYS link your idea to the actual geographic service area. (They only fund in St. Paul IF the service is unduplicated in the St. Croix Valley.) Try not to put too much of a stretch on this!
