I think you need to demonstrate that you are doing good work through support from your community and individual donors before you approach the grantor. Be a good partner to other groups that Kendeda supports.

More than any other foundation I have worked with Kendeda Fund focuses on genuine personal relationships between their fund advisors and the organizations in their portfolios. They take the time to learn about you, your staff, your mission, and the challenges you face in delivering on that mission.
More than most they want to help you as an organization solve problems, and encourage open and honest dialogue.

The Kendeda Fund people were a real pleasure to work with. They quickly grasped the goals for the programs we have in place and the need for new programs that we have in development. Contact and introduce yourself to the person responsible for your region or type of program. Arrange a face-to-face meeting and be prepared to present a succinct, well thought out overview of your operation and specific needs.

It is best of meet with the program office before submitting a proposal. The Foundation is very open to meeting and learning about new work. The program officer was very clear about the process and gave great guidance. The grant turned around pretty quickly given most foundations and was for almost all that we asked for.
