It's definitely worth having a connection with the Haas Fund before you submit. You may not be able to get through to the Program Officer, but you might have luck with a Grants Associate.

I would suggest making contact with the program officer before deciding on the project and approach. In my experience s/he is very helpful and candid about what the Foundation is seeking and what kind of programs might be most appropriate to its current funding goals.
