If you are in the DMV area (DC, MD, VA), you should apply.
This funder has always really cared about the full scope of nonprofit operations, not just the clients and outcomes. For example, they want to know about your board, staff, finances and behind the scenes work that goes into making the organization a success.

This is a very lengthy and time consuming grant proposal. Be sure you have all your organizational financial reports and documents in one place, as well as general organizational narratives pre-written to pull from. Project grants are typical questions but although the online portal says to use traditional spacing, bullets, etc. it does not allow for that functionality in practice.

Great details online and via online FAQ sessions, and willingness to discuss ahead of time, but the portal and all the various documents seems overkill for a proposal. Perhaps move that to pre-award approval process, and just require basics like audit & 990 at the proposal stage.
Make the online portal questions more streamlined and able to take Word processing formatting, and narrow them down. Too many repetitive questions if applying for a project grant as they are similar to the organizational questions.

It's helpful to reach out to a Program Officer to determine eligibility because the application process is pretty onerous. It's geared largely toward established institutions - with committed Finance and Development teams who can provide advanced reporting and financial documentation, as well as compelling written narrative. Program Officers have always been helpful (I've worked with this funder for many years across a couple of different organizations and have never had any issues).

I would say the Funder is pretty accessible, but it can take time to get something scheduled. Everyone seems to be busy these days.
I would really like to see a streamlined application process, especially for renewing grantees - perhaps incorporating the mid-term report into the renewal request as those come so close together.
