Well-positioned with their partnerships to be effective in their philanthropic goals.
I felt like the RFP was intentionally broad (I think it even stated that it was), which is good in the sense that it casts a wide net for proposals and should get lots of applicants. It also allows the funder to pick the best proposals out of a (hopefully) large pool of applicants. While this still may be a good approach, one downside of this is that it can be harder for applicants to align proposals more specifically with the funding goals.
