I found that the questions in the downloadable RFP were different than the actual online application. There was also a word count limit that our team did not anticipate. I suspect this is a common issue. My advise would be to simply check the online application before you start planning and writing. The published RFP is very helpful in setting the priority and context but not in the subtler written requirements.
